On This Month's Cover:

District of Columbia Fire & EMS Chief Donald Edwards hugs firefighters minutes after the body of First Battalion Sergeant John M. Carter, who died in the line of duty, was removed from the fire building. The early-morning three-alarm-plus fire occured on October 24, 1997. Carter was the first District of Columbia firefighter to die in the line of duty in 13 years.
