TIJUANA, Mexico (AP) -- A fire swept through a tenement building in one of Tijuana's poorest neighborhoods on Monday, killing eight people and critically injuring two others in what authorities believe was arson.
Three children were among the dead.
Police arrested four people after witnesses said they saw them moving around the building in a suspicious way just before the fire broke out.
Carlos Gopar, fire chief for this city of about 1 million across the border from San Diego, said exactly how the fire was started was unclear, but that flames spread quickly through the wooden building, where tenants had used plastic sheeting and corrugated metal to cover holes in the walls.
Gopar said at least 12 families lived in the building and that most of those killed were unable to escape once flames engulfed the main staircase.
