A man stranded on top of car in flood waters is rescued as an NBC 10 News crew recorded the event.

On Tuesday afternoon, a storm system camped out in Reading, Pa., even before heavy local flooding was expected at the Schuylkill River.

Instead, a flash flood struck on Spring Street near a transportation center.

A driver was caught in the flood and then climbed on top of his stranded car, which was just inches from being totally submerged.

Rescuers climbed into a boat and paddled to the underpass where the man was trapped, and pulled him to safety.

Reading is expected to see its second worst flooding from the Schuylkill in recorded history over the next two days.

The torrential rains of Hurricane Agnes in 1972 produced a 30 foot crest in the river there, compared with 19 feet expected there on Wednesday.
