Most industrial plant turn-arounds, upgrades or retrofits call for "permit-required" confined space entry work to upgrade and repair storage tanks, pressure vessels, and piping. In the United States, this work must all be done in accordance with Occupational Safety and Health Administration (OSHA) regulation 1910.146. There are equivalent safety standards for working in normally uninhabited spaces in all developed and most developing countries. These standards all require that a worker be protected at all times from the threat of an explosive atmosphere or toxic gases.
